The Mayor of London wishes to make London a safer place for pedestrians & cyclists, so from 26th October 2020 all HGV's over 12T GVW entering or operating in Greater London will need to hold a safety permit.

The Mayor set out our plans to tighten the safety standards of the DVS in the Mayor’s Transport Strategy and Vision Zero action plan, so that from October 2024 only HGVs rated three stars and above, or those with a PSS fitted, would be allowed on London’s streets. The changes aim to further enhance the safety standards of HGVs and reduce the risk of serious collisions and fatalities on London’s streets.

It is unlawful to operate an HGV more than 12 tonnes gross vehicle weight in Greater London without an HGV safety permit, or to breach the conditions of your safety permit. If you do not follow these requirements, you may be liable for a penalty charge notice of up to £550 (reduced by 50 per cent if paid within 14 days). This includes not adequately fitting or maintaining the Safe System or PSS equipment on your vehicle where required to do so.

Overview of Safe System requirements for zero star-rated vehicles

1. Class V mirror shall be fitted to the nearside of the vehicle

2. Class VI mirror shall be fitted to the front of the vehicle

3. Side under-run protection shall be fitted to both sides of the vehicle (except where this is impractical or proves to be impossible)

4. External pictorial stickers and markings shall be displayed on vehicles to warn vulnerable road users of the hazards around the vehicle.

5. A sensor system that alerts the driver to the presence of a vulnerable road user shall be fitted to the nearside of the vehicle.

6. Audible vehicle manoeuvring warning shall be fitted to warn vulnerable road users when a vehicle is turning left

7. A fully operational camera monitoring system shall be fitted to the nearside of the vehicle
